Governor Martin O’Malley Appoints Stephen L. Martino To Head Maryland Lottery Agency

Governor Martin O’Malley today announced the appointment of Stephen L. Martino as director of the Maryland State Lottery Agency.  The Lottery’s director is appointed by the Governor with Senate advice and consent.

“I am proud to appoint Mr. Martino to head the Maryland Lottery,” said Governor O’Malley.  “Mr. Martino brings a wealth of expertise in the racing and gaming industry, as well as legal knowledge and experience.  I am confident that Mr. Martino will oversee the operations of the Maryland Lottery Agency in the State of Maryland with the utmost integrity and with the best interest of the citizens of Maryland in mind.”

“I am honored to have been asked by Governor O’Malley to serve as the Director of the Maryland Lottery Agency,” said Mr. Martino.  “I am looking forward to serving the people of Maryland and ensuring that our work is done in a transparent, thorough and ethical way.”

From May 2005 through April 2010, Mr. Martino served as the Executive Director of the Kansas Racing and Gaming Commission, overseeing an agency with a multi-million dollar annual budget, and 52 employees and eight divisions.  In this position, Mr. Martino led the regulatory oversight of Kansas’ pari-mutuel racing facilities and casinos. He was responsible for the development of the regulatory framework for casino gaming in Kansas and directed the planning and regulatory efforts leading to the opening of the first state-owned casino in the United States.  Mr. Martino designed and administered Kansas’ casino selection process and founded the Kansas Responsible Gaming Alliance, a working group of stakeholders interested in promoting responsible gaming awareness and problem gambling treatment throughout the State of Kansas.  Mr. Martino also oversaw background investigations of licensees, negotiated disputes between interest groups, and represented the agency before the Kansas legislature and the public.  Mr. Martino also was a Kansas special assistant attorney general, charged with enforcing criminal gambling provisions throughout the state.

Prior to his current role, Mr. Martino was an attorney in private practice from 2002 to 2005 in the Topeka, Kansas, office of Foulston Siefkin, LLP, where he practiced civil litigation.

Mr. Martino received his Bachelor of Arts in Political Science and Bachelor of Science in Journalism from the University of Kansas.  He received his Juris Doctor with Dean’s Honors from the Washburn University School of Law in 2001.

Mr. Martino starts his new role on April 26. He lives in Ellicott City in Howard County with his wife and two children.

Wins $50,000 on Extreme Cash Blast Scratch-Off

Jovana Angeli had an extra reason to be grateful on Thanksgiving Day when she scratched her Extreme Cash Blast ticket. It revealed that she was $50,000 richer.

The Lottery winner said that although she knew she’d won, she didn’t realize how much until she arrived at Lottery Headquarters today. “I couldn’t believe I won $10,000, five times on one ticket,” said Jovana. “I took it to the store to have them check it, but I still didn’t know it was $50,000 until now. I’m elated!”

The 47-year-old has been playing the Lottery for about three years. Her favorite games are the $10 and $20 scratch-offs. “I also play Mega Millions occasionally,” said the mother-of-two and grandmother-of-four.

Jovana may treat those grandchildren to a trip to Disney World or a Disney Cruise with her winnings. She definitely intends to repair her driveway. The happy Lottery fan said enthusiastically, “Don’t give up, you really can win.”

The winning ticket was purchased at Ashton Beer & Wine, located at 7 Olney-Sandy Spring Rd. in Montgomery County.

Maryland State Lottery Commission Meeting Scheduled

The Maryland State Lottery Commission will hold a public meeting on December 8, 2009 at 3:00 p.m. at Maryland Lottery Headquarters, Montgomery Park Business Center, 1800 Washington Boulevard, Suite 330, Baltimore, MD 21230.  The meeting will be regarding the Qualification Hearing for the Video Lottery Terminal Central System Manufacturer.  For additional information, please contact Marie Torosino at 410-230-8790.
